Describe the problem that you want to address. How does this problem effect people in their daily lives?

City master plans are matter of strong controversy and conflicts in Kyrgyzstan. After 2 revolutions most part of the capital city have been torn apart and turned into ‘novostroikas’ (new residential areas without any planning, some of them resembling slums). The latter are now densely populated parts of the city with predominantly migrant and marginalized population. According to recent research findings there is tendency to increased crime rate especially rape and child abuse, and high conflict potential due to the fact that impoverished people are easily prone to mobilization for protest actions or radicalization. Social, economic and political exclusion of marginalized groups resulted in complete isolation of those areas with limited social interventions (small number of social infrastructure projects). According to media reports residents of novostroikas do not see any solution to their problems except road blocking. 

Describe your proposed solution – How does your approach build on or add to more traditional ways of dealing with problem?

To address above exclusion and isolation especially youth and minorities UNDP proposes to launch this project which brings together architects, planners and urban designers along with community volunteers to walk through novostorikas and gather information on the residential areas’ buildings and structures, as well as most burning issues and needed infrastructure for peace. This information will be gathered via sms through the volunteers of the community it will be targeting, which will fed as data the software that will be developed for the Bishkek Mayor’s office decision makers. Based on collected information  in this interactive tool to support an informed and participatory planning process for the future of the region. Besides information campaign the ‘Jany Konush” supporters will organize a series of workshops to include a variety of stakeholders, inter/national experts and the general public in reconciling conflicting planning priorities and building common ground

Which technologies are you planning to use and why? Please make reference to other similar uses of your proposed technology.

The project will need to develop a software that will help to visualize issues and burning priorities of the community in question, and upgrade mayor’s office website to locate it and to ensure its interactiveness. It could be also connected with popular websites like akipress, kloop or namba to have wider outreach especially to youth audience. And mayor’s website need to be upgraded to locate such tool as a game application including mobile version so that excluded groups have equal access. Our intention is to test out several different approaches at engaging different citizen groups (eg. children, elderly, unemployed migrant workers) in order to make what is currently to a large extent an invisible part of the city into a visible potential for employment, demand for services and possible opportunities for investment.  Some of the initiatives that have inspired us are: Cyprus “Imaginary Famagusta”, Will Marshall initiative etc.
