People in modern cities have a lack of free time, space and opportunities for traditional collective action. Communities or smaller groups still exist, but any issue of bigger value stucks on the stage of its declaration, because mechanisms of institutional inclusion are rarely developed enough. It leads to alienation and social passivity instead of applying innovative potential of inclusive policy making with help of networks of e-communities.
If we implement a mechanism of representation for any person who lives at the direct area it will help people to unite and get involved as collective body without a need to be at a certain place or in certain time and other inconveniences of traditional public gathering. It also helps to shape political agenda for policy makers, as if some issues will get enough support - they would be put on the table of a city hall, and here the representative democracy works. So, we suggest that there is a high potential that inhabitants of urbanized areas would prefer to start communication about problems of their city with help of our platform, other will support!
We are planning to create a multy-level network with possibility to use popular social media accounts, but with a need to register and verify personal data for some special options (as voting at e-referendum). Using the open source maps for search of problems and organising virtual entities that represent some district or communities to cooperate around them. There is one existing project of Kiev City State Administration (https://1551.gov.ua/) but it lacks the option for common action or collective discussion.
